Brains Update - 60fps compatibility, attempted rebalancing, and more!

Alrighty this one's a pretty major update! The biggest priority with this one is to finally finally add 60fps compatibility (and any fps for that matter). Genuinely sorry it took that long; it really should have been there from the start or v2. Other than that, I've also used this as an opportunity to try to rebalance Brains a lil' bit. I'll probably work on a smaller update sometime in the future, so if anyone has any feedback on Brains' retuning feel free to voice 'em out!

Onto the patch notes I guess:

1) General gameplay

- Framerate Compatibility: it took me this long to learn that "current_time_scale" is a thing. Again, apologies.

2) Aesthetics

- Critical AttacksRegular critical attacks now leave a slight electric trail! This was done to make it a bit more noticeable on attacks and projectiles for whom the extra red coloration didn't read particularly well. It also just makes it feel cooler. Additionally, the already existing trail effect for Ultra A's double crit projectiles has been re-sprited a bit.

- Electricity Sparks: it also took me this long to learn that "sound_play_pitchvol" is a thing. The sound effect for Brains' electric sparks is a tad bit louder now.

- Focus Target: The little dots around the focus target indicator now bob down a little! It's just something I've always meant to add but never got around to. It's practically unnoticeable unless you're standing still lol.

3) Rebalances & Reworks

This update is pretty much the first to actually nerf Brains a little bit, so buckle up:

- Brain Pickups: The more one loops, the shorter the lifespan of enemy-dropped brains (using the same formula ammo drops do)

-  Crit and Focus time: the duration of both the crit effect and the enemy target effect have been reduced from ever so slightly more than 1.5 seconds to ever so slightly less.

- Ultra A & B: Reduced Brainstorm's range a tiny bit and slightly reduced Mindfullness' double crit damage multiplier.

- Focus bar: OK this one's a bit of a weird one. I've reworked it so that, as Brains levels up, the focus timing window becomes shorter and shorter. This was done to both make it a bit more challenging to use, but at the same time let it see more active use in loops. This is similar to one of the Throne Butt's effects, except the butt instantly grants the full speed increase (and is a bit faster to boot).

And that about covers it! In the previous update notes, I mentioned that I hoped to be able to give unique voice lines for Brains, and that is very much still something I want to do; it's just that I still haven't the faintest idea of how to go about doing it... In any case, as stated previously, this means a future update is still in the works, so that does give me time to add extra reworks if need be (and maybe even a Crown Cranium and an Ultra C & D!).
Oh also I finally updated the page itself to not look as horrible. Neat!
